Founded in 1981 in Middletown, RI, SEACORP has been providing services to the Navy for over 40 years.

SEACORP has enjoyed steady, planned growth for over three decades. During this time, SEACORP has become the second largest contractor to the Naval Undersea Warfare Center in Newport. We have enjoyed high personnel retention, due in large part to a combination of excellent benefits as well as enabling employees to move around within the organization in an effort to increase their breadth of knowledge and experience to grow within the organization. Our strength lies in our highly professional personnel and their ability to exceed customer expectations.

SEACORP has grown to employ over 500 people, who are located across our 3 Middletown offices, our two Groton facilities, and on-site locations including NUWC Division Newport, Fairfax, Virginia, and Manassas, Virginia.

Corporate Officers

Roy Kapani is the Chairman of the Board and Chief Executive Officer of SEACORP, Headquartered in Middletown, Rhode Island. In this role, Mr. Kapani is focused on leading the Company’s growth objectives through a combination of organic and strategic acquisition.

Prior to SEACORP, Mr. Kapani was the Chairman and CEO of ECS, Headquartered in Fairfax, Virginia, which he founded in 2001 and grew to over 2500 full time employees generating $680 million in annualized revenue. ECS was acquired by ASGN (ASGN:NASDAQ) in 2018. Mr. Kapani was responsible for establishing ECS as one of the largest privately owned government technology contractors in the United States.

Before ECS, Mr. Kapani was an Executive Vice President for Computer Based Systems, Inc. (CBSI), Headquartered in Fairfax Virginia. During his tenure at CBSI, Mr. Kapani was instrumental in transitioning the company from its status as a small business provider to the Federal Government to a full and open provider of complex information technology services.

Mr. Kapani currently serves on the Board of Directors for Johns Hopkins Medical Institute, an Advisory Board Member for the Center for Strategic and International Studies (CSIS), a Trustee for the Center for the Study of the Presidency and Congress (CSPC), Trustee for the Meridian International Center, Executive Advisory Board for the George W. Bush Presidential Center. He was the recipient of the 2014 Ernest and Young (EY) Entrepreneur of the Year in Government Services. He is also a member of the Economic Club of Washington, DC and the Young Presidents Organization (YPO).

Mr. Kapani holds a Bachelor of Science degree in Computer Science from the University of Maryland, College Park and a Master’s Degree in Business Administration and Finance from George Washington University.

Dave Cadorette has over 35 years of program management, software development, and test and evaluation experience. He began his career working for the Naval Undersea Warfare Center in Newport, where he was responsible for test and evaluation of Submarine Combat Systems and development prototype combat system infrastructure for the Virginia Class Submarine. Dave also served as the NAVSEA PMS 425 Combat Systems onsite representative at COMSUBPAC, Pearl Harbor HI. Before joining SEACORP, Dave left the DoD industry for a brief period to work as a senior software engineer at the Foxboro Company, where he was responsible for manufacturing plant product development.

Dave joined SEACORP in 1999 as a Business Area Manager, leading a group of engineers and technicians who developed capabilities for a variety of submarine tactical and support systems. He has since filled the roles of Vice President of Technical Operations, Vice President of Business Development and most recently, Senior Vice President. In his current role, Dave leads an outstanding team dedicated to successful partnerships with other similar minded defense contractors and government clients in meeting the needs of the warfighter.

Dave earned his Master of Science in Information Systems from Northeastern University and holds a Bachelor of Science Degree in Mathematics from Bridgewater State College.

Mike Molino is Executive Vice President of Corporate Strategy for SEACORP. In this role, Molino leads the company’s strategy, government affairs, mergers and acquisitions and assists with business development. Molino ensures effective resource deployment and strategy alignment with organic and inorganic investments.

Molino has nearly 20 years of industry experience in the areas of corporate strategy, M&A due diligence and integration, business development, market expansion, business strategy and financial management. Prior to joining SEACORP, he served in similar roles at ASRC Federal and Leidos, where he completed a number of transactions doubling the size of the company.

In addition to his work, Molino continued his call to military service by volunteering on the Army Science Board. He has participated on study teams reviewing the Army’s Robotics Science and Technology Program, Human Capital Management Program, Nuclear Survivability Testing Program, and System of System Integration needs for Army Modernization.

Prior to his career in the private sector, Molino served in the United States Army in a number of different logistics roles. Molino guided multiple project teams that successfully provided logistics support for deployment exercises, natural disaster relief and training programs.

When not working, Molino enjoys spending time fishing, crabbing and boating with his family on Maryland’s Easternshore. Molino holds a Bachelor of Science degree from the United States Military Academy at West Point and a Master of Business Administration degree from the Johnson School of Management at Cornell University.

Anthony Schulien is Chief Financial Officer and has over 36 years of experience growing and leading technology services contractors. As the CFO, Mr. Schulien develops financial strategy recommendations for the executive team; provides leadership and management to the accounting, treasury, contracts, subcontracts, and pricing departments; identifies and addresses potential financial risks; oversees all financial decisions regarding cost structure, budgeting, and compliance; implements strategies and systems to manage and improve financial performance; tracks cash flow and manages banking relationships; and plays a key role with M&A activities including due diligence and integration.

Prior to joining SEACORP, Mr. Schulien was President and a partner at Strongbridge LLC, an IT services contractor focused on modernizing critical federal government systems, where he worked closely with the CEO to oversee all aspects of the company including strategic planning, customer and employee relations, contract execution, accounting, contract administration, HR, security, and IT. Prior to Strongbridge, he advised numerous business owners in all areas of managing and financing their growing companies through Potomac’s Edge Consulting, LLC. Before founding Potomac’s Edge, Mr. Schulien was CFO at ECS Federal LLC for 11 years during a period of very rapid organic and acquisitive growth. During his tenure, the ECS executive team grew the company from 70 employees in 2004 to over 1,500 employees in 2015 when he concluded his role after ECS negotiated a large private equity investment from Lindsey Goldberg. Mr. Schulien was a Finalist for the Northern Virginia Technology Counsel's “2013 Private Company CFO of the Year” award, and his ECS M&A team was named the “Private Company Deal Team of the Year” in 2015 by the Association for Corporate Growth after successfully acquiring and integrating 7 companies between 2011 and 2015. Mr. Schulien was responsible for leading the due diligence and legal teams for all 7 transactions and the private equity sale. He began his career as a financial analyst and staff accountant.

Mr. Schulien is a lifelong Washingtonian. He earned a bachelor’s degree in finance and a MBA from the University of Maryland, College Park. He lives in McLean, Virginia with his wife, Kathy (a preschool teacher) and their rescue dog, Jasper. Anthony and Kathy have three grown sons. Anthony enjoys spending time with family at the Delaware shore, running, sports (especially lacrosse), travelling, boating, carpentry, backpacking, and high performance driving with the Porsche Club of America at their track events at Summit Point Motorsports Park.

Neel Gopalani is Vice President of Strategic Operations at SEACORP. Mr. Gopalani has more than 25 years of progressive experience in the federal government contracting industry. In this role, Mr. Gopalani works closely with executive leadership to deliver on SEACORP’s strategic goals and objectives. He is responsible for leading and supporting quality initiatives, business development, pipeline management, proposal management and financial forecasting. He brings extensive experience in strategic planning and supporting corporate targets for customer satisfaction, annual revenue, and profitability.

Prior to SEACORP, Mr. Gopalani was at ECS Federal (Headquartered in Fairfax, Virginia) where he started as a founding team member in 2002 and continued till ECS’ acquisition by ASGN (ASGN:NASDAQ) in 2018. At ECS, Mr. Gopalani served in key leaderships roles including operations and portfolio management; business development including capture management and proposal development; and delivering technology solutions and professional services in areas of software delivery, cloud solutions and information security.

Mr. Gopalani holds a Bachelor of Science (BS) in Electrical Engineering and Master of Business Administration (MBA) from the University of Louisiana. In addition, he also holds several highly recognized professional certifications including Project Management Professional (PMP), PMI Agile Certified Practitioner (PMI-ACP), Amazon Web Services (AWS) Certified Solutions Architect – Associate, and Certified Scrum Master (CSM). In his free time, Neel enjoys walking, traveling and yoga.

Elizabeth Goetz-Patridge is SEACORP’s Vice President of Contracts and oversees the company’s compliance with all contract regulations, including executing contract administration, purchasing, subcontracting, and management of Government Property. Bringing over 17 years of experience, Elizabeth manages several departments that service both internal and external customers.

Elizabeth is a key member of senior management, interfacing with the Defense Contracting Management Agency (DCMA) and Defense Contracting Audit Agency (DCAA) and serving as an integral decision maker on a wide array of company initiatives.

Mrs. Goetz-Patridge received her Bachelor’s in Environmental Design from the State University of New York’s University at Buffalo and her Master’s in Business Administration from Salve Regina University. She begins pursuing her Master of Legal Studies at Northeastern University in Spring 2023. In her free time, Elizabeth enjoys spending time on the water, being creative in the kitchen, and travelling with family.

Ronda Lin was appointed SEACORP Vice President of Accounting in 2022 and brings over 30 years of experience in accounting, financial reporting and analysis, auditing, and management. Before her time at SEACORP, Ronda served as Controller at American Systems Corporation and Vice President and Controller at ECS Federal. As SEACORP’s Vice President of Accounting, Ronda provides strategic leadership and management of the company’s financial and capital resources. Mrs. Lin oversees numerous vital business functions such as establishing and maintaining the company’s accounting policies and procedures, managing cashflow and investment activities, preparing forecasts and reports, managing monthly and annual closing, preparing financial statements, and conducting ongoing analysis of financial performance.

Ronda is instrumental piece of SEACORP’s senior leadership and is a driving force behind the company’s continued, steady growth. Mrs. Lin holds a Bachelor’s degree in Statistics and is a licensed Certified Public Accountant (CPA). In her free time, Ronda enjoys traveling, gardening, and walking.

As Vice President, Bill Blackburn oversees the SEACORP’s Platform Engineering business area, which includes Platform Systems Engineering & Integration, Sonar and Acoustic Engineering and Imaging. He brings over 38 years of experience with major Submarine Weapons Systems and Submarine Combat Systems, specifically in the areas of software development, systems engineering and project/program management.

Prior to joining SEACORP, Bill provided program management leadership while the Customer Advocate/Program Manager for the Naval Undersea Warfare Center (NUWC) Virginia Class Submarine Program for eight years and was responsible for the VA Class program technically, fiscally, and programmatically. During this time, he was responsible for an annual budget of $130M+ across all aspects of the Non-Propulsion Electronics System (NPES) covering all departments at NUWC. Bill also has extensive experience in Integration and Test as the Combat System Branch manager for NUWC Code 25 for eight years; leading many major test, laboratory, and shipboard events.

Mr. Blackburn holds a bachelor’s degree in Mathematics from Westfield State College in Massachusetts as well as a Master of Science (MS) in Program Management with distinction from the Naval Post Graduate School in Monterey, California. Outside of the office, Bill enjoys golfing, hiking, and spending time with his family.

Tim Coffey provides exceptional technical solutions applied to tactical team training, operator training and self-paced computer-based training. For over 35 years he has been dedicated to understanding fleet training requirements, employing practical levels of fidelity based on need, and leveraging latest technologies to maximize the training capability within available resources. He is a valued industry partner of the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), tasked to provide numerous reconfigurable naval training solutions based on numerous hardware and software switching technologies.

Mr. Coffey has a wide range of program management and technical experience. This enables him to work successfully with his SEACORP team, industry partners, and customers to identify, design, and apply optimal solutions based on requirements, cost, and schedule. He is an experienced system designer, software developer, and system integrator with an extensive understanding of Commercial Off the Shelf (COTS) hardware and operating systems deployed within Naval ship systems. Combined with his in-depth knowledge of Modeling and Simulation, Verification Testing, and maintenance training, Mr. Coffey is equipped to provide solutions to the most difficult training problems. His hobbies include music, running, biking, and swimming.

For over 20 years, Mike Fleming has been an instrumental part of SEACORP’s growth. In his current role as Vice President of Tactical Solutions, Mr. Fleming utilizes his over 37 years of engineering/technical experience in support of combat systems to manage the company’s Tactical Solutions business area, encompassing Strike/Payload Systems Engineering and Integration, 3rd Party Targeting, Advanced Undersea Warfare Integration.

Fleming, a U.S. Navy veteran, has decades of maritime experience. He provides direct support to the Naval Undersea Warfare Center Code 25 Future Capabilities group providing Systems Engineering and Integration (SE&I) and Test and Evaluation (T&E) Subject Matter Expertise and support personnel across the full spectrum of undersea warfare.

Mr. Fleming’s career highlights include the design, development, and deployment of the Strike Over Secret – Tunnel (SOS-T) at five shore-based locations around the world. Mr. Fleming was instrumental in the design, implementation, and integration and test of the organic submarine solution for SOS-T on all SSNs and SSGN which was hailed a ‘strategic portal for all submarine strike traffic’. In his free time, Mike likes to spend his time boating throughout Narragansett Bay and Block Island and travelling with his wife and their grown children to New Hampshire and Florida.

John Murphy is SEACORP’s Vice President of Electronic Warfare (EW) Solutions, with over 32 years’ experience in all phases of the software/system engineering process. Mr. Murphy has been with SEACORP since 1996 and currently over sees SEACORP’s EW, Surface/Undersea Technical Integration and Systems Assembly, and Integration and Platform Installation business areas.

Mr. Murphy has extensive experience in all phases of the software engineering process with additional expertise in systems engineering. John is a seasoned veteran developing and reviewing performance specifications, plans (software development/CM/QA/risk mitigation), requirements documents, design documents, and test procedures. He has developed many Software Requirements Specifications (SRS), Interface Requirements Specifications (IRS), Software Design Documents (SDD), Software Test Plans/Descriptions (STP/STD), and Software Version Descriptions (SVD) for numerous EW software projects for various Naval Undersea Warfare Center (NUWC) Code 34 projects, The Office of Naval Research (ONR), Unmanned Maritime Systems (PMS 406), Special Operations Command (USSOCOM), The Naval Air Systems Command (NAVAIR), and The Strategic Capabilities Office (SCO). His broad involvement includes engineering and technical support for many projects including Rough Squid / Ghost Rider and Spectrum Publisher (GRASP), NAVAIR Finder, Rough Casper, SubSTAR, Passive Over the horizon Intercept System (POIS), Black Poseidon, Untethered Goat, Sauron, SubPCAP, Mission Configurable Mast (MCM), Multi-Function Modular Mast (MMM), Radiant Valkyrie Lite (RVL), and Automatic Direction Finding (ADF). In addition, John also has extensive experience with network communications and protocols.

Holding both Bachelor’s and Master’s degrees in Computer Science from the University of New Haven in Connecticut, as well as many software architecture training certificates, John is an invaluable member of SEACORP’s executive team. When John is not working, you can find him enjoying trips to Disney, spending time on the golf course and hosting holiday gatherings with his beloved family.

With over 35 years of combat system development experience, Vince Traglia is SEACORP’s Vice President of Combat Systems, managing the company’s efforts in Combat System Development, Test and Evaluation, Electronic Technical Manual Development and Crew Training. Mr. Traglia is an expert in the Tomahawk Weapon System and has been involved in the evolution of the capability on the submarine platform from the CCS Mk2 system through the latest improvements to the BYG-1 Payload Control System.

Additionally, Vince has unique concept and development experience with weapon control open architecture and surface ship engagement coordination. This experience aligns with the concepts and requirements required for future integrated combat system development.

Vince earned his Bachelor of Science in Electrical Engineering from Pennsylvania State University and enjoys home improvement projects, his vintage Airstream travel trailer, and following the Formula 1 racing season.

Jason Vetovis oversees SEACORP’s Sensor Systems Production business area focused on Electronic Warfare (EW) Antenna and Small Form-Factor Sensor Assembly and Production, Acoustic Sensors Development and Production, and Automated Sensor Classification using Artificial Intelligence (AI) and Machine Learning (ML). He brings over 20 years of experience in Systems Engineering and Program Management related to U.S. Navy Electronic Warfare Systems, Special Project capability development, Carry-on Equipment (COE), and payload systems.

Mr. Vetovis received both his Bachelor’s in Electrical Engineering and Master’s in Business Administration from the University of Rhode Island. He also holds a Master’s in Computer Information Systems from Boston University. In his free time, Jason enjoys golfing and spending time with his kids.
